Pretty basic (and kind of harsh) idea here: Guy loves girl, she doesn't love guy, end of story. After all, she never promised this guy anything, didn't even want him to love her and tie her down, so tough luck, sucker! She's apologetic that she can't love him - but frankly, she doesn't sound that apologetic to me by saying things like "I love you, I never said". Rub it in, why don't you? But, when it comes right down to it, the heart of the song is that she's not satisfied with just pretending to be head over heels - she's going to wait for THE ONE. In other words, she's looking out for love. Big, big love.
