A lot of tears and sadness in this song, a love dying, but we never really hear just why. All we know is that she's forever searching for love, wanting to be held, but winding up passing it by and having what little love she does find die. Stevie claims she doesn't remember who it was about, but it was written in 1976, so... you do the math.
