We've all heard about how troubled their relationship was even before they joined the Mac (although it was still intense enough for Lindsey to insist on bringing Stevie with him when he joined the group). I think these lyrics are an expression to that, akin to Monday Morning, which was also written around this time. However, it's stated more strongly - that concept of wanting to leave but then coming around to each other again, an endless inescapable circle. She keeps standin' in line and he tries to "let [her] down" but is apparently unsuccessful. Lindsey implies in the chorus this is because of some kind of mysterious quasi-demonic power that just makes it impossible for any guy to refuse her.
