WEBMISTRESS speculates:
This is another song about leaving FM, the driving theme of Out of the Cradle. It's become a destructive cycle of revenge and fear (see This Is the Time). It's making him forget the things he once held dear - I believe here he's referring to his love of music that all the fighting in FM was destroying. He has to get out, "and start living again." If he doesn't, he's a "foolish pretender" ignoring the voice of his heart that's "calling [his] name." He needs to give up all the conflict, "surrender the rain." He feels if he doesn't do it now, he won't have another chance (see You Do or You Don't).
He's got to "fly away home" or else stop feeling altogether and "turn to stone." He doesn't even know why he's stayed as long as he has. He wants to get rid of the "silence of stone, the memory of shame" - perhaps he realizes that his frustrations are turning him into a person he doesn't like very much, someone he's ashamed of. He realizes the only solution is to give it up and go back to basics. At the end, he uses some homonyms to get his meaning across - I guess he realizes we all read the lyric sheets! First, he says "surrender the rein" - surrender trying to control FM when it's beyond his control - "surrender the reign" - surrender trying to be king, again, trying to rule and control everyone and everything; and "surrender the rain" - give up the pain. Clever wordplay, Lindsey!
